San Francico’s Marina Safeway is planned to be torn down to make way for Two Luxury Apartment Towers -18 and 22 stories tall with no CEQA review or public input on a known toxic waste site.

Align Real Estate developers have refused to perform a required Maher Ordinance review prior to the city approving the project because the Safeway store is currently active.

They’re telling San Francisco Planning to override DPH rules and approve the project anyway.

- “trust us, we’ll do it later”.

But…California’s own regulators say the site doesn’t qualify for AB-2011 streamlining due to hazardous contamination 10x above the residential safety limit, and that’s only the start of the issues with this location.

The city is being played by a developer; this is not a good way to fast track!

Without a CEQA review and a resulting plan to handle all hazardous materials on the site-

The project will be delayed in remediation and the Marina will be left with a toxic, empty lot for YEARS, with no grocery store, and no promised affordable housing.


What is CEQA?

California Environmental Quality Act

CEQA - the state law requiring public agencies to study and disclose the environmental impacts of a proposed project like pollution, traffic, water use, and habitat effects.

California Assembly bill - AB 2011 lets certain housing projects skip CEQA review entirely through a "ministerial" (rubber-stamp) approval process.

Due to the toxicity of the site and multiple other factors, this project doesn't legally qualify for a shortcut.
